Allison Dobbie

Chairperson INELI; Principal Development Advisor, Community Services, Auckland City Council

Allison is currently Principal Development Advisor, Community Services, Auckland Council. Having worked in libraries in the local government, tertiary and government sectors for many years, she has most recently lead Auckland Libraries, a network of 55 libraries serving a population of 1.5 million people in the Auckland region.

Allison has held office and contributed to the library profession in many areas including public lending rights, copyright and national digitisation initiatives and professional registration through the LIANZA Professional Registration Board. A fellow of the Library and Information Association of New Zealand Aotearoa (LIANZA), she was recently awarded Honorary Life membership. She participated in the Bertelsmann International Network of Public Libraries from 1999 - 2005, has served a Strategic Adviser to the Gates Foundation Global Libraries Programme and as a mentor for the international leadership programme INELI.

Christine Mackenzie

President – elect, International Federation of Library Associations and Institutions (Australia)

Christine retired as CEO of Yarra Plenty Regional Library Service in January 2016 after 12 years in that role. Previously she was Manager of Brisbane City Council Library Service and Mornington Peninsula Library Service.

Christine is President - elect of IFLA and an Executive Committee member of INELI-Oceania.


Christine has been a member of the Australian Government’s Public Lending Rights Committee; the Library Board of Victoria’s Advisory Committee on Public Libraries; the Victorian Government’s Ministerial Advisory Council on Public Libraries; the Executive of the Public Libraries Victoria Network, and a juror for the Intelligent Communities Forum. She has held a number of roles in ALIA including President 2003-04. She was awarded an ALIA fellowship in 2008 and the VALA Robert D Williamson Award in 2012.

Grace Saw

ALIA Representative; Formerly Director, Information Services, Bond University

Grace has over two decades of professional experience in seven institutions across Australia and New Zealand with her most recent being Director, Information Services, Bond University at the Gold Coast, Queensland, where she was responsible for delivery of computing and library services to the University.

Her previous positions include the management of the Physical Sciences and Engineering Library at the University of Queensland and inaugural University Librarian at the Auckland University of Technology in New Zealand. Grace has held senior posts at the Queensland University of Technology, University of Western Australia, Charles Darwin University and the University of New England. Grace has a Ph.D in political history, an MBA (Executive), and a postgraduate degree in Library and Information Science.

Opeta Alefaio

Director, National Archives of Fiji

Opeta is the Director of the National Archives of Fiji (NAF), a position he has held substantively since 2012. He is also the President of the Pacific Bureau of the International Council on Archives (PARBICA) and serves on the Executive Board of the International Council on Archives (ICA).

Prior to his current post Opeta undertook a Master of Business Information Systems at Monash University in Melbourne from January 2010 to December 2011.  Before that he was the Acting Director of NAF (2009 - 2010), and substantively held the post of Archivist. He joined NAF in 2004 after some time in communications, and broadcast media

Margaret Allen

CEO and State Librarian, State Library of Western Australia

Margaret Allen is the CEO and State Librarian of the State Library of Western Australia.

The State Library supports the network of 232 public libraries across the State and provides statewide resources, including ebooks and electronic databases, to the community.

Margaret's career has spanned public, special and State libraries as well as some time working in the IT industry.Margaret has a strong association with IFLA - as a member of the IFLA Governing Board (2015-2017), an inaugural IFLA Leaders Associate and Chair of the IFLA eLending Working Group.

Margaret is also Chair of the Australian Libraries Copyright Committee, A Board member of the Australian Digital Alliance and a past President of ALIA. Margaret was awarded the Public Service Medal in January 2016 for outstanding public service to the libraries sector in Western Australia.

Patti Manolis

Cohort 1 Mentor CEO, Geelong Regional Libraries (Australia)

Patti is Chief Executive Officer of Geelong Regional Libraries Corporation (GRLC) in the state of Victoria, Australia.

The GRL provides services across four local government municipalities via a growing network of 16 libraries and 2 mobile libraries. A number of new libraries have opened in the last six years, including the iconic and multi award winning new 6,000m2 Geelong Library and Heritage Centre. In her time at GRLC Patti has led a major transformation of the services and infrastructure with the library now recognised as an industry leader.

Patti is a member of the State Library Victoria’s Advisory Committee on Public Libraries and other recent activities include membership of the Bill and Melinda Gates Foundation’s inaugural International Network of Emerging Library Innovators and Immediate Past President of Public Libraries Victoria Network.

On 7 March 2016 Patti was one of 20 inductees to the Victorian Honour Roll of Women in recognition of her achievements in public libraries.

Kate Ogden

LIANZA Representative; Community Libraries Manager, Christchurch City Council (New Zealand)

Kate is a team leader at Christchurch City Libraries. She moved to New Zealand from the UK in 2001 and has worked in public libraries since then. She is currently very engaged in projects relating to the new Central Library in Christchurch, particularly around staffing and service design.

In 2013 she joined Cohort 2 of the Global INELI programme. This was an incredibly rewarding experience and she has been able to draw heavily on the friendships she built with fellow professionals through the programme to help her in her work.  She brings her experience of that INELI and her understanding of some of the issues participants face to the Steering Committee table with the goal of making the Oceania experience just as rewarding.

Joanna Matthew

Former Executive Director of LIANZA

Currently on extended travel through South East Asia, Joanna Matthew was previously Executive Director of the Library and Information Association of New Zealand Aotearoa and currently serves on several not-for-profit boards and committees in New Zealand.

She has a large breadth of experience having worked in defence, not-for-profit, manufacturing and health sector roles.  Previous roles include General Manager – Corporate Services at Surf Lifesaving New Zealand and Head of Corporate Services at Save the Children New Zealand, in addition to consulting work for Lockheed Martin.


Joanna has a BA in Psychology, and an MBA (Executive).

Libby Cass

Acting Director Australian Collection Management Branch, National Library of Australia (Australia)

Libby Cass is the Manager, National and State Libraries Australasia (NSLA) eResources Consortium at the National Library of Australia.  From 2001 to 2010 she worked in the Pacific where she was active in library development, advocacy and the promotion of access to information. She was the Fiji Library Association President 2005-2007 and from 2007-2011, was an elected member of the International Federation of Library Associations and Institutions, Asia and Oceania Section Committee (IFLA RSCAO). 

Libby returned to Australia in 2010. Prior to undertaking her current role at the NLA, she worked in the international development sector at AusAID's Education Resource Facility and as Communication and Policy Officer for the Council of Australian University Librarians (CAUL). She has maintained her strong interest in Library development in the Pacific region, is an active member of the Australian Library and Information Association (ALIA) and APSIG (ALIA’s Asia and Pacific Special Interest Group) and brings this valuable background to the INELI-Oceania Steering Committee table.

Leneve Jamieson

Program Manager, INELI Oceania and Project Coordinator, Pacific Libraries Summit

Leneve Jamieson is the manager for the INELI-Oceania program and is responsible for ensuring innovators are well-supported in their learning. She has responsibility for the effective administration of the program, for acting as the 'Secretariat' to the Steering Committee and for project coordination for the Summit.

Leneve has over thirty years of experience in public library environments, with more than twenty of those years in leadership roles. While having worked most recently as Manager, Access and Information Division at the State Library of Victoria, she previously had senior roles in two Victorian public library systems. Her professional interests have been in organisational development, supporting the growth of her staff through challenge and change and in producing library services that are of measurable value to communities.

Her personal interests are broad: music of diverse kinds, languages, thinking about what makes people tick, walking, travel and coffee.
